LOL! That has got to be Bon Jovi's new one, Make A Memory.
I'm pretty sure it means that this is the highest country chart debut by an act whose name starts with 'B' and ends in 'on Jovi.' ;)
I don't think I know how to translate that thing into English. I guess they're trying to say that this is the highest debut for an act crossing over to country music without leaning on Jennifer Nettles to get airplay. Congrats to them. Maybe next time they'll do something that doesn't need as many qualifiers.

I thought it might be decoded to say "we debuted higher than Sheryl Crow ever has."
That was my guess as well, but I didn't remember the name of the song he (or is it they?) released.
